The Islamic State claimed responsibility for an attack at the headquarters of the Libyan Foreign Ministry in the capital of Tripoli that killed at least three people and wounded 18 others, involving gunmen who entered the building following an explosion from a suicide bomber on the top floor, and began opening fire.
