Federal authorities arrested Rondell Henry, a 28-year-old computer engineer living in Maryland who recently quit his job, for allegedly stealing a U-Haul truck and crossing state lines with plans to ram the vehicle into pedestrians at the National Harbor near Washington DC, similar to the 2016 Islamic State attack in Nice, France.
