Five cities in the central Chinese province of Hubei had declared 'red alerts' when heavy flooding caused by torrential rains left 21 people dead and many others missing in both cities and rural areas of the region, destroying more than 600 homes and prompting the evacuation of thousands of people, just weeks after record rainfall caused landslides and inundation in the southwestern province of Sichuan.
