A 20-foot long panga boat carrying smuggling approximately 18 migrants from Mexico capsized off the coast of San Diego, California in rough waters near Torrey Pines State Beach, killing three people and sending four others to local hospitals, as rescue teams continue to search for survivors, according to a US Coast Guard spokesman.
